The housing fitness regime is to be replaced by a risk assessment procedure introduced by the Housing Act 2004 - the Housing Health and Safety Rating System (HHSRS). HHSRS will also replace the fitness standard as an element of the Decent Home Standard.

The purpose of this guidance is to advise on good practice in relation to the management and delivery of housing repairs while emphasising the legal obligations and suggesting appropriate responses where there are threats of litigation.
